Travis Weaver introduced HB1139 in the Illinois House on Jan. 9, 2025, during the general assembly session 104, according to the Illinois General Assembly.

According to the Illinois General Assembly site, the legislature summarized the bill's official text as follows: "Creates the Parental Notice of Abortion Act of 2025, with provisions similar to those of the Parental Notice of Abortion Act of 1995. Effective immediately."

The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.

In essence, this bill establishes the Parental Notice of Abortion Act of 2025, requiring at least 48 hours of notification to an adult family member before performing an abortion on a minor or incompetent person, with specific exceptions such as medical emergencies or written claims of abuse. It allows a judicial waiver of the notice requirement if the court finds the minor mature enough or if notification is not in their best interest. Proceedings must be confidential, and the Department of Public Health must comply with reporting requirements. Physicians failing to comply may face disciplinary action, while unauthorized signatories face misdemeanor charges. The Act takes effect immediately upon becoming law.

Travis Weaver has proposed another two bills since the beginning of the 104th session.

Weaver graduated from The University of Alabama in 2015 with a BA.

Travis Weaver is currently serving in the Illinois State House, representing the state's 93rd House District. He replaced previous state representative Norine Hammond in 2023.

Bills in Illinois follow a multi-step legislative process, beginning with introduction in either the House or Senate, followed by committee review, floor debates, and votes in both chambers before reaching the governor for approval or veto. The General Assembly operates on a biennial schedule, and while typically thousands of bills are introduced each session, only a fraction successfully pass through the process to become law.
