The village of Rochester Board of Trustees met Nov. 14 to rewrite the fence ordinance.

President Armstrong called the meeting to order at 7:04 p.m. with the Pledge of Allegiance.

APPROVAL OF MINUTES OF THE SPECIAL BOARD MEETING OF OCTOBER 11, 2016. Trustee Hill made a motion to approve the October 11, 2016 Special Board minutes. Motion seconded by Trustee Zobrist. Unanimous aye vote. Motion passed.

APPROVAL OF MINUTES OF THE REGULAR BOARD MEETING OF OCTOBER 17, 2016. Trustee Munroe made a motion to approve the October 17, 2016 minutes. Motion seconded by Trustee Munroe. Unanimous aye vote. Motion passed.

PUBLIC FORUM None

BOARD AND COMMISSION REPORTS

Plan & Zoning Commission – Chairman Maras – Report of October 26, 2017, meeting regarding Mr. Buecker’s variance request. The Commission recommended the Board approve the variance request. Trustee Hendrickson made a motion to accept the Commission’s recommendation and approve the variance request. Motion seconded by Trustee Eandi.

Chairman also updated the Board on the fence ordinance rewrite. Chairman asked members of the Commission to review and red line. Chairman Maras hopes to have a revised ordinance to present to the Board at next month’s meeting.

PRESIDENT President Armstrong recommended the appointment of Dale Laningham as Village Trustee until the end of April 2017. Trustee Hendrickson made a motion to accept recommendation. Motion seconded by Trustee Hill.

TRUSTEE REPORTS

SEWER – Trustee Zobrist – Thanked RFD for assistance with water. New transfer switch arrived.

STREETS – Trustee Eandi – Street lights in the Woodlands have been installed and are working.

WATER – Trustee Hendrickson – Main break in Grove Park. Events on East Main and Oak should be resolved this week.

POLICE – No Report.

PUBLIC HEALTH & SAFETY – Trustee Munroe – Thank you to JFL for project play work and to Rochester Women’s Club for banners.

FINANCE- Trustee Hill

Trustee Hill made a motion to approve the monthly financial statements. Motion seconded by Trustee Zobrist.

Ordinance 16-18 an inducement resolution for a proposed Tax Increment Financing (TIF) District Redevelopment Project (Carrie Bentley/Coe Commons). Trustee Munroe made a motion to Table Ordinance 16-18. Motion seconded by Trustee Eandi. Unanimous aye vote. Motion Tabled.

Ordinance 16-19 Accept the proposal for five year extended warrantees with Henson Robinson Company for the three air handler units at a cost of $2,355.00. Trustee Hill made a motion to approve Ordinance 16-19. Motion seconded by Trustee Hendrickson.
