Peru City Council met Aug. 6.

Here is the minutes provided by the Council:

A regular meeting of the Peru City Council was called to order by Scott J. Harl in the Peru City Council Chambers on August 6, 2018 at 7:00 p.m.

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard present; Mayor Harl present.

All joined in the Pledge of Allegiance to the Flag of the United States of America.

PUBLIC COMMENT

PRESENTATION

MINUTES

Mayor Harl presented the minutes of the Regular Meeting of July 23, 2018. Alderman Potthoff made a motion that the minutes be received and placed on file. Alderman Waldorf seconded the motion; motion carried.

FINANCIAL REPORTS

Mayor Harl presented the Treasurer’s Report for June 2018; City Clerk’s Report for June 2018; General Fund and Miscellaneous Funds Report for June 2018; Utility Fund Report for June 2018. Alderman Potthoff made a motion the reports be received and placed on file. Alderman Radtke seconded the motion; motion carried.

ACTIVITY REPORTS

FINANCE AND SAFETY COMMITTEE

Alderman Radtke presented the following disbursements for payment on August 8, 2018:

Alderman Radtke made a motion that the report be received, placed on file and the bills be paid in the usual manner. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Radtke made a motion to re-bid 2019 Expedition Special Services Vehicle. Alderman Payton seconded the motion. Alderman Ferrari reported the 2018 s were not available from the manufacturer. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Potthoff made a motion to approve $1,000 contribution to the Peru Girls Little League Softball. Alderman Radtke seconded motion. Alderman Potthoff noted the positive economic impact resulting from hosting a state tournament. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Potthoff made a motion to approve $500 contribution to IV Super Bowl for the 21st Annual Illinois Valley Professional Bowlers Tournament (September 1-2, 2018) Alderman Radtke seconded motion. Alderman Potthoff noted the positive economic impact. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

PUBLIC SERVICES COMMITTEE

Alderman Sapienza made a motion to award bid for the EWWTP Floodwall to lowest bidder, J.W. Ossola Co., in the amount of $480,658.00 (total excludes Item #10 rubber wall in the amount of $112,000.000). Alderman Waldorf seconded the motion. City Engineer Eric Carls reported the bid was higher than estimated and there will be a change order. Alderman Sapienza expressed his pleasure with this project finally reaching the construction phase and thanked all those that played a role in making it happen. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Sapienza made a motion to approve 50% split of disc golf concrete pads installed by Ladzinski Cement Finishing Co. in the amount of $6,850.00 (total project is $13,700.00). Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Waldorf made a motion to approve Engineering Service Agreement with Chamlin & Associates for the remainder of Area 1 Sewer Separation (3 Phases) in the amount not to exceed $253,125.00. Alderman Lukosus seconded the motion. City Engineer Eric Carls stated this will be over the course of the next three years, and it encompasses a pretty large area north of the hospital. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Waldorf made a motion to award bid for the Center Place Road Improvements to the lowest bidder, SKI Sealcoating and Asphalt, in the amount of $336,066.33. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Waldorf made a motion to authorize emergency repair installation of two inserta valves pertaining to the Peoria Street water main in the amount of $18,500.00. Alderman Ballard seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

REPORT OF CITY ATTORNEY/ORDINANCES AND RESOLUTIONS

Clerk Bartley presented a proposed resolution entitled:

CITY OF PERU, ILLINOIS PROPOSED PERU DOWNTOWN TAX INCREMENT FINANCING (TIF) DISTRICT PUBLIC REDEVELOPMENT PROJECT

Alderman Potthoff made a motion the resolution be adopted as written and read. Alderman Radtke seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Clerk Bartley presented a proposed ordinance entitled:

AN ORDINANCE TO ESTABLISH DATE FOR PUBLIC HEARING OF THE PROPOSED PERU DOWNTOWN TAX INCREMENT FINANCING (TIF) DISTRICT

Alderman Waldorf made a motion the ordinance be adopted as written and read. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

AN ORDINANCE APPROVING AND ADOPTING AN EXTENSION FOR THE COMPLETION OF THE PERU TIF DISTRICT I REDEVELOPMENT PROJECT AREA, PLAN, PROJECTS AND OBLIGATIONS

Alderman Potthoff made a motion the ordinance be adopted as written and read. Alderman Ferrari seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Assistant Corporate Counsel Scott Schweickert presented the minutes of the Planning/Zoning Commission hearing held on August 1, 2018 concerning the petition of Shawn C. Addis and Heidi Addis. Alderman Ferrari made a motion the minutes be received, placed on file and concur with the recommendation. Alderman Ballard seconded the motion; motion carried.

Corporate Counsel Doug Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6312

AN ORDINANCE GRANTING A VARIANCE UNDER THE ZONING ORDINANCE OF THE CITY OF PERU AS SOUGHT BY THE PETITION OF SHAWN C. ADDIS AND HEIDI ADDIS CONCERNING PROPERTY LOCATED AT 1803 WALNUT STREET, PERU, IL

Alderman Ballard made a motion the ordinance be adopted as written and read. Alderman Ferrari seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Corporate Counsel Doug Schweickert presented the minutes of a Planning/Zoning Commission hearing held on August 1, 2018 concerning the petition of Matthew J. Spayer, Allison L. Spayer and Bridgeview Veterinary Corporation, an Illinois Corporation concerning property located at 1016 7th Street, Peru, IL. Alderman Potthoff made a motion the minutes be received, placed on file and concur with the recommendation. Alderman Radtke seconded the motion; motion carried. City Engineer Eric Carls commented and confirmed previous non-conforming petitions as well as the addition of billboard and potential language for lit signs and electronic message boards. Alderman Ferrari spoke in favor of City Engineer Eric Carls proposed change. Alderman Payton stated based on his travels, lit billboards are very popular. Alderman Potthoff urged moving ahead and being conscious of the neighborhood.

Corporate Counsel Doug Schweickert presented the minutes of a Planning/Zoning Commission hearing held on August 1, 2018 concerning the petition of Robert Miller, tenant and agent for Brothers of Darkness Motorcycle Club, its members and guests, concerning property located at 1024 Center Street, Peru, IL. Alderman Potthoff made a motion the minutes be received, placed on file and concur with the recommendation. Alderman Radtke seconded the motion; motion carried.

Corporate Counsel Doug Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6313

AN ORDINANCE AUTHORIZING ACCEPTANCE OF ELECTRICAL EASEMENT FROM RESIDENTIAL ALTERNATIVES OF ILLINOIS, INC., AN ILLINOIS NOT-FOR-PROFIT CORPORATION

Alderman Ferrari made a motion the ordinance be adopted as written and read. Alderman Ballard seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Corporate Counsel Doug Schweickert presented the minutes of a Planning/Zoning Commission hearing held on May 21, 2018; continued on July 11, 2018 and August 1, 2018 concerning the petition of Joga Singh D/B/A Diamond Truck Wash for property located at 3129 May Road, Peru, IL. Alderman Potthoff made a motion the minutes be received, placed on file and concur with the recommendation. Alderman Lukosus seconded the motion; motion carried.

Corporate Counsel Doug Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6315

AN ORDINANCE ESTABLISHING A UTILITY RESERVE FUND

Alderman Waldorf made a motion the ordinance be adopted as written and read. Alderman Radtke seconded the motion. Finance Officer Justin Miller noted 180 days in reserve is on hand. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

PROCLAMATIONS

Mayor Harl welcomed Jim Brady Jr. as newly appointed Planning/Zoning Commission member. NEW BUSINESS

PETITIONS AND COMMUNICATIONS

Clerk Bartley presented a communication from the City of Oglesby, Mayor Don Finley notifying the City of Peru of their decision to withdrawal from the Cost Sharing Agreement. Alderman Potthoff made motion the communication be received, placed on file and encouraged a letter of thanks be sent. Alderman Ferrari seconded the motion; motion carried.

Clerk Bartley presented a petition from Illinois Valley PADS requesting variances for property located at 1330 Menards Street. Alderman Radtke made a motion the petition be received, placed on file and referred to Planning/Zoning Commission for review and recommendation. Alderman Payton seconded the motion; motion carried.
