Peru City Council met Aug. 20.

Here is the minutes provided by the Council:

A regular meeting of the Peru City Council was called to order by City Clerk Dave Bartley in the Peru City Council Chambers on August 20, 2018 at 7:00 p.m.

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard present; Mayor Harl absent.

All joined in the Pledge of Allegiance to the Flag of the United States of America.

City Clerk Dave Bartley asked for a motion to appoint a temporary chairperson. Alderman Ferrari made a motion to appoint Alderman Potthoff as temporary chairperson. Alderman Waldorf seconded the motion; motion carried.

PUBLIC COMMENT

PRESENTATION

Recreation Board Members Gena Wallin and Linda Dzierzynski addressed the council with plans to replace playground equipment in the parks starting with Centennial Park and McKinley Park.

Ms. Amy Lambert of the Illinois Small Business Development Center at Starved Rock Country Alliance addressed the Council and reviewed the annual report.

MINUTES

Mayor Pro Tem Potthoff presented the minutes of the Regular Meeting of August 6, 2018. Alderman Waldorf made a motion that the minutes be received and placed on file. Alderman Ferrari seconded the motion; motion carried.

FINANCIAL REPORTS

Mayor Pro Tem Potthoff presented the Treasurer’s Report for July 2018; City Clerk’s Report for July 2018; General Fund and Miscellaneous Funds Report for July 2018; Utility Fund Report for July 2018.; Sales, Home Rule, Use and Telecommunication Tax Receipts for May 2018 and Peru Recreation Fund Cash Accounts Summary for July 2018. Alderman Potthoff noted the 8% increase in sales tax and up 10% since March. Alderman Radtke made a motion the reports be received and placed on file. Alderman Payton seconded the motion; motion carried.

ACTIVITY REPORTS

Mayor Pro Tem Potthoff presented the Peru Volunteer Ambulance Service Inc. Activity Summary for July 2018. Alderman Ferrari made a motion the report be received and placed on file. Alderman Waldorf seconded the motion; motion carried.

FINANCE AND SAFETY COMMITTEE

Alderman Radtke presented the following disbursements for payment on August 22, 2018:

Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Ferrari made a motion to authorize ordering and purchase of new police vehicle under Illinois State Bid Programs with either sale or trade-in of vehicle being replaced. Alderman Radtke seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Payton made a motion to approve $3,000 contribution to NCICG toward the local share to match the 50/50 Annual Planning Grant from the U.S. Department of Commerce-Economic Development Administration. Alderman Radtke seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Payton made a motion to approve $10,000 contribution to Illinois Small Business Development Center at Starved Rock Country Alliance. Alderman Ferrari seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Ferrari made a motion to approve $250.00 contribution to Horizon House Road to Independence. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

PUBLIC SERVICES COMMITTEE

Alderman Lukosus made a motion to seek quotes for 4 bundles of 2” PVC pipe. Alderman Waldorf seconded the motion. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

REPORT OF CITY ATTORNEY/ORDINANCES AND RESOLUTIONS

Special Counsel Herb Klein presented a proposed resolution entitled:

CITY OF PERU, ILLINOIS PROPOSED PERU DOWNTOWN TAX INCREMENT FINANCING (TIF) DISTRICT INDUCEMENT RESOLUTION (RENEGADE MOTORS)

Alderman Waldorf made a motion the resolution be adopted as written and read. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

24th at 6:00 p.m. Special Counsel Herb Klein stated a mailing regarding the hearing went out to all the property owners with the proposed TIF boundaries.

Corporate Counsel Doug Schweickert presented a proposed resolution entitled:

RESOLUTION NO. 2018-18

A RESOLUTION AUTHORIZING EXECUTION OF LEASE ASSIGNMENT AND ASSUMPTION AGREEMENT BETWEEN CITY OF PERU, KEY OUTDOOR, INC., AND LINK MEDIA MIDWEST, LLC

Alderman Radtke made a motion the resolution be adopted as written and read. Alderman Ferrari seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Corporate Counsel Doug Schweickert presented a proposed ordinance entitled:

AN ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A COST SHARING AGREEMENT ENTERED INTO BY THE CITY OF LASALLE AND THE CITY OF PERU TO CONDUCT A COST AND OPERATIONAL FEASIBILITY ASSESSMENT TO EXPLORE AND PURSUE THE SHARING OF MULTI-JURISDICTIONAL LAW ENFORCEMENT SERVICES AND CONSTRUCTING AND OPERATING A CENTRALIZED, JOINTLY STAFFED MULTI-JURISDICTION LAW ENFORCEMENT FACILITY TO SERVE AS A LAW ENFORCEMENT HEADQUARTERS, A POTENTIAL 911 DISPATCH CENTER AND A JAIL FACILITY (City of Peru, LaSalle County, Illinois)

AN ORDINANCE GRANTING A VARIANCE UNDER THE ZONING ORDINANCE OF THE CITY OF PERU, IL AS SOUGHT BY THE PETITION OF DANNY ADRIAN CONCERNING PROPERTY LOCATED AT 2710 MARKET STREET, PERU, IL

Alderman Ballard made a motion the ordinance be adopted as written and read. Alderman Potthoff seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

PROCLAMATIONS

UNFINISHED BUSINESS

Alderman Ferrari made a motion to acknowledgement of termination for cost sharing agreement entered into by the City of LaSalle, the City or Oglesby and the City of Peru to conduct a cost and operational feasibility assessment to explore and pursue the sharing of multi-jurisdictional law enforcement services and constructing and operating a centralized, jointly staffed multi-jurisdictional law enforcement facility to serve as a law enforcement headquarters, a potential 911 dispatch center and a jail facility (City of LaSalle, City of Oglesby and City of Peru) [for approval by the cities of LaSalle, Oglesby and Peru]. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Potthoff inquired about reviewing the City’s list of city owned properties for seeking interested purchasers. Corporate Counsel Doug Schweickert recommended considering covenants and restrictions in the deeds such as 80% of appraisal value or out to bid.

NEW BUSINESS

Alderman Waldorf made a motion to approve the Mayor’s appointments to the LaSalle-Peru Shared Services Committee: Mayor Scott J. Harl, Alderman David Potthoff-Chairman Finance and Safety Services, Chief Douglas Bernabei, Finance Officer Justin Miller, City Engineer Eric Carls, Administrative Assistant Melissa Carruthers, Police Sergeant Art Smith and Citizen Representative Joe Hogan. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Waldorf made a motion to authorize seeking applicants for part-time receptionist for Public Services; motion to authorize the hiring of full-time Public Services office assistant to fill vacancy created by retirement of administrative assistant. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Radtke made a motion to authorize the City Clerk to execute the State of Illinois Department of Commerce and Economic Opportunity Low Income Home Energy Assistance Program 2018 Non-Regulated Vendor Agreement. Alderman Sapienza seconded the motion; motion carried.

PETITIONS AND COMMUNICATIONS

Clerk Bartley presented a communication from LaSalle-Peru Township High School requesting permission to hold the annual Homecoming Parade on Thursday, September 20, 2018 at 4:00 p.m.; no parking signs around Rotary Park. Alderman Ferrari made a motion the communication be received, placed on file and permission granted. Alderman Ballard seconded the motion; motion carried.

Alderman Ferrari made a motion that the meeting be adjourned. Alderman Radtke seconded the motion and motion carried. Meeting adjourned 7:55 p.m.
