Approval of Minutes from June 25th 

New Business 

Sheriff, Jack Campbell 

1. Resolution to approve the application and forward to County Board for acceptance of the Less Lethal Alternatives for Law Enforcement Grant from the Illinois Law Enforcement Alarm System (ILEAS) to update all tasers to the newest model in the amount of $239,167. The County would cover the remaining cost over a 5 year period. 

LLWA, Michelle Griebler 

1. Resolution to approve the application and forward to County Board for acceptance of the DCEO WIOA Formula Grant for PY24 with anticipated grant revenue of $2,303,071; matching funds not required. 

2. Resolution to approve the application and forward to County Board for acceptance of the DCEO PY24 Supplemental State Funding with anticipated grant revenue of $398,182; matching funds not required. 

3. Approval to promote and adjust salary for Michelle Griebler effective 12/26/23 to Interim Director. Her salary will change from $79,101.95 to $83,399.84. 

4. Approval to hire a replacement Executive Director at an annual salary of up to $86,110 effective 7/10/24; the previous employee left the position at an annual salary of $86,874.84 on 12/22/23 and left the payroll system on 1/5/24. This was previously approved at the 12/18/23 committee meeting. 

Community Resources, Dave MacDonna 

1. Approval to hire an Assistant Liheap Coordinator at an annual salary range of 

$39,612-49,515 (Grade 7) effective 7/10/24; the previous employee is a Grade 4 (Intake Clerk) and will leave the position on 6/28/24 at a salary of $30,201 and will leave the payroll system on 7/5/24. Requesting a waiver of the 30 day lag as this is funded by a Federal Grant. Eliminating Intake Clerk (Grade 4) position because of need for an Assistant Liheap Coordinator. 

Information Systems, Kim Jackson 

1. Approval to hire a replacement Network Analyst II at an annual salary of $95,361.17 effective 7/10/24; the previous employee left the position on 6/28/24 at an annual salary of $106,396.74 and will leave the payroll system on 7/5/24. Requesting a waiver of the 30 day lag. This is a supervisory position and needs to be filled as soon as possible to keep the current projects moving along. 

Highways, Brian Davis 

1. Approval to adjust salary for Highway Maintenance Supervisor-Traffic & Structures to $67,275 effective 7/10/24. Salary is per Highway Union Contract.

2. Approval to hire a replacement Fleet Maintenance Manager at an annual salary of $77,543 effective 7/10/24; the previous employee left the position on 5/31/24 at an annual salary of $78,006.74 and left the payroll system on 6/7/24. 

County Clerk, Don Gray 

1. Resolution to approve the change in amount for the 2024 Illinois Voter Registration Grant. Grant will be increased by $18,863.15. This grant was previously approved at the 12/19/23 Finance meeting. 

Human Resources. Charlie Stratton 

1. Annual Salary Resolution for State's Attorney, Chief Public Defender and Sheriff of Sangamon County 

Public Defender. Craig Reiser 

1. Approval to hire a Summer Intern at an annual salary of $5,500 (for the summer) effective 5/15/25. This is a temporary part time position with anticipated dates of employment of 5/15/25-8/5/25. 

Circuit Clerk, Joe Roesch 

1. Approval to Hire a replacement Assistant Manager-Court Clerk Division at an annual salary of $40,352.78 effective 8/19/24; the previous employee will leave the position on 7/9/24 at an annual salary of $40,352.78 and will leave the payroll system on 7/19/24. 

Court Services, Kent Holsopple 

1. Approval to hire a replacement Probation Officer at an annual salary of $47,117 effective 7/15/24; the previous employee left the position on 6/14/24 at an annual salary of $47,117 and left the payroll system on 6/21/24. Requesting waiver of the 30 day lag. Position is 100% reimbursed by the Administrative Office of Illinois Courts. 

2. Approval to hire a replacement Detention Officer at an annual salary of $47,117 effective 7/15/24; the previous employee left the position on 6/12/24 at an annual salary of $47,117 and left the payroll system on 6/21/24. Requesting waiver of the 30 day lag. Position is 100% reimbursed by the Administrative Office of Illinois Courts. 

3. Approval to hire a replacement Detention Officer at an annual salary of $47,117 effective 7/15/24; the previous employee left the position on 11/15/23 at an annual salary of $43,627 and left the payroll system on 11/22/23. Previous approval has expired. 

4. Approval to hire a replacement Detention Officer at an annual salary of $47,117 effective 7/15/24; the previous employee left the position on 10/24/23 at an annual salary of $43,627 and left the payroll system on 11/10/23. Previous approval has expired. 

5. Approval to adjust salary for Trisha Welsh, Administrative Support Supervisor effective 7/1/24. Her annual salary will change from $60,683 to $63,110. This position is 90% funded by 3 separate grants and this salary adjustment reflects additional grant responsibilities with those grants.

• (tabled at 5/28/24 meeting) Approval for a Salary Adjustment for John Scheller, Outreach Coordinator, effective 7/1/24; his salary will change from $49,919.81 to $50,336. This is due to an update in the DCFS Grant.
