Sangamon County Finance Committee met Oct. 8

Here are the minutes provided by the committee:

PRESENT: Greg Stumpf - Chair, Tom Madonia - Vice Chair, Tony DelGiorno, Annette Fulgenzi, Craig Hall, David Mendenhall, and Joel Tjelmeland 

ABSENT: Clyde Bunch, Casey Constant and Cathy Scaife 

OTHERS: Charlie Stratton, Don Gray, Brian McFadden, Dave MacDonna, Kim Jackson, Brian Davis, Joe Roesch, Suzann Maxheimer, Keith Errett, Josh Langfelder, Eric Black, John Milhiser, Jeff Wilhite, Brett Conner, Chuck Pell, Craig Reiser, Denise Johnson, Tim Eggleston, Emily Prather, Kent Holsopple and Mary Carter (secretary) 

A quorum was present. Chair Stumpf called the meeting to order at 5:01pm. Madonia made a motion to approve the September 24th minutes and Mendenhall seconded. Motion carried (6-0) 

New Business 

Community Resources, Dave MacDonna 

1. Approval to hire a replacement CSBG Intake Clerk at an annual salary range of $30,002-$37,503 effective 10/8/24; the previous employee left the position on 3/28/24 at an annual salary of $33,171.90 and left the payroll system on 4/12/24. 

2. Approval to hire a replacement CSBG Intake Clerk at an annual salary range of $30,002-$37,503 effective 10/8/24; the previous employee left the position on 9/20/24 at an annual salary of $33,171.90 and left the payroll system on 9/27/24. Requesting waiver of the 30 day lag. 

3. Approval to hire a replacement Fiscal Assistant at an annual salary range of $36,409-$45,511 effective 10/8/24; the previous employee left the position on 4/4/24 at an annual salary of $52,500 and left the payroll system on 4/12/24. This position would be shared with Public 

Health. Fulgenzi made a motion to approve #1-3 and DelGiorno seconded. Motion carried 

Treasurer, Joe Aiello 

1. Changed Purchase Order and Resolution-Quicksilver for postage and mailing of property tax bills in the amount of $38,133.39. DelGiorno made a motion to approve and Madonia seconded. Motion carried (7-0) 

Chuck Pell, Historic Preservation Commission 

1. Resolution to approve the Certified Local Government Grant (CLG) Program FY25 grant from the Illinois Department of Natural Resources in the amount of up to $12,000. Matching funds are required. Mendenhall made a motion to approve and Tjelmeland seconded. Motion carried (7-0) 

Court Administration, Suzann Maxheimer 

1. Approve a grant from the Administrative Office of Illinois Courts for the Child Protection Data Courts Project in the amount of $20,140. Matching funds not required. DelGiorno made a motion to approve and Fulgenzi seconded. Motion carried (7-0) 

Circuit Clerk, Joe Roesch/Erin Tozer 

1. Approval to hire a replacement Chief Deputy Circuit Clerk-Administration at an annual salary of $85,929.74 effective 10/28/24; the previous employee left the position on 9/18/24 at an annual salary of $85,929.74 and left the payroll system on 9/27/24. DelGiorno made a motion to approve and Madonia seconded. Motion carried (7-0) 

Court Services, Kent Holsopple 

1. Approval to hire a replacement Probation Officer at an annual salary of $47,117 effective 10/21/24; the previous employee left the position on 9/20/24 at an annual salary of $47,117 and left the payroll system on 9/27/24. Request to waive 30 day lag (100% reimbursement from the AOIC) 

2. Approval to hire a replacement Deputy Director-Detention Services at an annual salary range of $76,134-$114,201 effective 10/21/24; the previous employee will leave the position on 10/18/24 at an annual salary of $87,088 and will leave the payroll system on 10/25/24. Request to waive 30 day lag (100% reimbursement from the AOIC) 

3. Approval to hire a replacement Detention Officer at an annual salary of $47,117 effective 10/21/24; the previous employee left the position on 6/26/23 at an annual salary of $43,627 and left the payroll system on 7/7/23. 

4. Approval to hire a replacement Senior Detention Officer at an annual salary of $57,640 effective 10/21/24; the previous employee left the position on 6/26/23 at an annual salary of $53,370 and left the payroll system on 7/7/23. 

5. Approval to hire a replacement Senior Detention Officer at an annual salary of $57,640 effective 10/21/24; the previous employee left the position on 3/1/24 at an annual salary of $62,757.76 and left the payroll system on 3/15/24. 

6. Approval to hire a replacement Senior Detention Officer at an annual salary of $57,640 effective 10/21/24; the previous employee left the position on 5/19/23 at an annual salary of $53,168 and left the payroll system on 5/26/23. Tjelmeland made a motion to approve #1-6 and Hall seconded. Motion carried (7-0)

Highways, Brian Davis 

1. Approval to adjust salary for Robert Salmon III, Lead Mechanic-Automobiles with an increase in salary from $66,300 to $74,000 effective 8/1/24. This position is being modified to absorb duties from a supervisory role that's been eliminated. 

2. Approval to adjust salary for Nathan Doty, Lead Mechanic-Heavy Trucks & Equipment with an increase in salary from $66,300-$74,000 effective 8/1/24. This position is being modified to absorb duties from a supervisory role that's been eliminated. Mendenhall made a motion #1-2 and Madonia seconded. Motion carried (7-0)

Information Systems, Kim Jackson 

1. Approval to hire a replacement Network Analyst I at an annual salary of up to $83,708.83 effective 10/13/24; the previous employee was appointed Acting Network Analyst II on 6/30/24 at an annual salary of $74,739.52. Due to upcoming projects, it's necessary to get this position filled as soon as possible. Fulgenzi made a motion to approve and DelGiorno seconded. Motion carried (7-0) 

Recorder, Josh Langfelder 

1. Approval to hire a replacement Recording/Data Entry/Verifier at an annual salary of $40,000 effective 10/8/24; the previous employee left the position on 7/30/24 at an annual salary of $40,000 and left the payroll on 8/16/24. DelGiorno made a motion to approve and Mendenhall seconded. Motion carried (7-0) 

County Clerk, Don Gray 

1. Approval to hire an Assistant Director of Vital Records at an annual salary range of $55,000-$60,000 effective 10/15/24. This is a new position. Tjelmeland made a motion to approve and Madonia seconded. Motion carried (7-0) 

Child Advocacy, Denise Johnson 

1. Approval to hire a replacement CASA Program Director at an annual salary of $64,707.05 effective 11/1/24; the previous employee left the position on 9/26/24 at an annual salary of $64,707.05 and will leave the payroll system on 10/11/24. Permission to waive the 30 day lag period due to position being grant funded. 

2. Approval to promote and adjust salary for Sharine BelFellah effective 9/26/24 to Program Director. Her salary will change from $54,578.16 to $58,078.16. This is temporary assignment pay. Madonia made a motion to approve #1-2 and Fulgenzi seconded. Motion carried (7-0)

County Administration, Brian McFadden 

1. Resolution to amend Section 2.04.330 of the Sangamon County Code to add "unexpected childcare obligations" which allows a Board member to participate remotely in a meeting if the other requirements to remote participation are satisfied. DelGiorno made a motion to approve and Hall seconded. Motion carried (7-0) 

States Attorney, John Milhiser 

1. Resolution approving a contract between Sangamon County and the Administrative Office of the Illinois Courts (AOIC) concerning the AOIC providing funding for the county to assist criminal defendants identified by the Public Defender's Office with accessing available resources. Madonia made a motion to approve and DelGiorno seconded. Motion carried (7-0) 

Acceptance of Purchase Reports-Mendenhall made a motion to approve and Tjelmeland  seconded. Motion carried (7-0)

Fulgenzi made a motion to adjourn and Mendenhall seconded. Motion carried (7-0) and the meeting adjourned at 5:18pm.
