Village of Divernon Board of Trustees met June 28.

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday June 28, 2017 at the Divernon Village Hall. Mayor Jim Copelin called the meeting to order at 6:30 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Jim Copelin “Here”, Wayne Jones “Here”, Melissa Layton “Here”, Daryl Spelman “Here”, Larry Baer “Here”, Derek Hedges “Here”. Also in attendance were Police Chief Barclay Harris and Superintendent Jeremy Rhodes. Dianne Brenning was absent.
A motion was made by Jones and seconded by Hedges to approve the minutes of June 14, 2017. The motion passed 4-0 with the Mayor voting. Layton and Baer voting present.
Baer presented the bills with a motion that they be approved. Hedges seconded, and the motion carried 5-0.
Visitors:
Attorney Jeffery Jurgens of Sterling Northrup was in attendance to introduce himself to the Board and explain his credentials. The Board continues interviewing prospective law firms.
David and Brittany Catlin were in attendance to ask that the street in front of Maddy’s Tavern be closed for one hour on Sunday July 23, 2017. A motorcycle rally made up of mostly military and police professionals will be coming through. A motion was made by Spelman to close 1st street from Kenney to Dodds from approximately 4:00 to 5:00 p.m. Baer seconded and the motion passed 5-0.
Supervisors Reports:
Public Works:
Superintendent Rhodes reported on a number of items. The Village streets have been oiled and chipped, and the new stop signs have been installed on 3rd Street and South Street. Flags have been put up for the holiday and the square is looking good. He suggested that when doing sidewalks this summer that the curbs around the square need to be looked at. He also plans to put another handicapped parking space on 1st street. The sewer pumps are now scheduled to arrive on July 21. If he receives the EPA permits he may start on the water project the week after the 4th of July.
Police:
Chief Harris distributed a final draft of a permit application for peddlers and solicitors. He and Molnar will have an updated ordinance to be voted on at the next meeting. All of his officers have recently qualified on the shooting range. Officer Price has been certified as a firearms training officer. The new part time officer is working out well.
Committee Reports:
Zoning, TIF, Building Permits:
Hedges had nothing new to report on the EPA timeline for the core samples at the gas station. He has spoken with Bob Britz about a parcel of property between Lisa’s II and the sewing shop. Bob is working with a farmer who owns property around these parcels to redraw the property lines. He will keep the Board informed of the situation.

Public Utilities, Water, Sewer and Gas:
A motion was made by Layton and seconded by Hedges to approve ordinance 2017-005. The ordinance authorizes the Village to enter into a contract with the Otter Lake Water Commission to purchase all potable water from the Commission. The motion carried 5-0. Treasurer Christine Nichols will be giving the Board a detailed report of the Village’s finances at the next meeting. The meeting is scheduled to begin at 5:00 p.m. Mayor Copelin reported on an agreement with Stephanie Kaylor to catch up on her water and gas bill.
Finance, Personnel, GIS:
Copelin and Baer will interview prospective employees for the summer help position and will have a recommendation for the Board at the next meeting. A motion was made by Baer and seconded by Spelman to have the backhoe repaired by Martin Engineering at cost of approximately $13,000.00. The motion was approved 5-0.
Public Safety, Health and Safety:
Nothing to report.
Public Works, Streets, Alleys and Sidewalks:
Layton reported that most of the yards in town are looking good. She and Harris have been working on keeping up to date on them. Community information is available on Facebook. She would like to inform the community about the ordinance requiring pet owners to clean up after their pets when taking them for walks. Copelin instructed Chief Harris to politely inform dog walkers of the ordinance if he sees them out without carrying bags for cleanup.
Building Grounds and Lights, Parks, Recreation:
Spelman reported on a conversation he and Molnar had with Illinois Risk Management about hiring someone to clean the Village Hall. Spelman then made a motion to hire Grace Price at a rate of $15.00 per hour to clean the Village Hall twice a month. Layton seconded and the motion carried 5-0. He has estimates ranging from $6000.00 to $10,000.00 to replace the sliding board. The item was tabled. He has been in touch with Mike Bolash and Craig Ladage about replacing the door into the police station.

New Business:
A motion was made by Baer and seconded by Layton to make a $50.00 donation to the Divernon Township Library Summer Reading Program. The motion passed 5-0.
A motion was made by Layton and seconded by Baer to approve liquor licenses for The Corner Bar, Maddy’s Tavern, Patsy’s, Circle K, and Tony’s Restaurant. The motion carried 5-0.

A motion was made by Hedges and seconded by Spelman to approve gaming licenses for The Corner Bar, Maddy’s Tavern, Patsy’s, Circle K, and Tony’s Restaurant. The motion carried 5-0.
