City of Auburn City Council met Aug. 20.

Here is the minutes provided by the Council:

Mayor Berola called the meeting to order at 7:00 p.m.

Present: Tom Berola, Julie Barnhill, Chris Warwick, Lori Basiewicz, Vic Devos, Jr., Jason Garrett, Larry Hemmerle, Rod Johnson, Vince Nadalini, Joe Powell, and Tracy Sheppard.

Absent: Superintendent Mike McCarthy

Department Heads: Chief Dave Campbell, TJ Henson, and City Office Manager Kristy Ponsler.

I. Mayor’s Comments

A. Appointment of Ward II Alderman to Committee

Mayor Berola informed the Council that he would like to recommend Ward 2

Alderman Vince Nadalini to the Health & Safety Committee and the Parks 

Committee. A motion was made by Hemmerle to place Ward 2 Alderman Vince Nadalini to the Health & Safety Committee and the Parks Committee, second by Sheppard. VOICE Vote Aye: Lori Basiewicz, Vic Devos Jr, Jason Garrett, Larry Hemmerle, Rod Johnson, Vince Nadalini, Joe Powell, and Tracy Sheppard. NAY:

None. PRESENT: None. ABSENT: None (8-0-0-0)

II. Visitors/Public Comments

A. Zoning Board Meeting – August 8, 2018

Alderman Sheppard presented information to the Council regarding the Zoning Board Meeting on August 8, 2018. Items discussed were: modular homes and pamphlets with information will be available to those in need; and storage of vehicles in residence areas

III. City Clerk’s Report – Barnhill

A. August 6, 2018 Meeting Minutes

Clerk Julie Barnhill presented the meeting minutes from the meeting on August 6, 2018 for the Council’s review and approval. A motion was made by Sheppard to approve the August 6, 2018 minutes with changes, second by Garrett. VOICE Vote Aye: Lori Basiewicz, Vic Devos Jr, Jason Garrett, Larry Hemmerle, Rod Johnson, Vince Nadalini, Joe Powell, and Tracy Sheppard. NAY: None. PRESENT: None. ABSENT: None (8-0-0-0)

IV. Treasurer’s Report – Warwick

A. July Cash Report

Treasurer Chris Warwick presented the July 2018 Cash Report for the Council’s review and approval. A motion was made by Sheppard to approve the July 2018 Cash Report, second by Nadalini. Vote Aye: Lori Basiewicz, Vic Devos Jr, Jason Garrett, Larry Hemmerle, Rod Johnson, Vince Nadalini, Joe Powell, and Tracy Sheppard. NAY: None. PRESENT: None. ABSENT: None (8-0-0-0)

B. Bills List August 7, 2018 to August 20, 2018

Warwick presented the Bills List August 7, 2018 to August 20, 2018 for the Council’s

review and approval. A motion was made by Sheppard to approve the Bills List from August 7, 2018 to August 20, 2018, second by Garrett. Vote Aye: Lori Basiewicz, Vic Devos Jr, Jason Garrett, Larry Hemmerle, Rod Johnson, Vince Nadalini, Joe Powell, and Tracy Sheppard. NAY: None. PRESENT: None. ABSENT: None (8-0-0-0)

V. Attorney’s Report –

A. Second Reading, Ordinance 1457-18, Amendments to Appendix A, Zoning, Section

IV General Provision, N. Setback Requirements in Older Parts of the City

Attorney Grischow presented to the Council for their review and approval of Ordinance 1457-18, Amendments to Appendix A, Zoning, Section IV General Provision, N. Setback Requirements in Older Parts of the City. A motion was made by Johnson to approve Ordinance 1457-18, Amendments to Appendix A, Zoning, Section IV General Provision, N. Setback Requirements in Older Parts of the City, second by Powell. Vote Aye: Vic Devos Jr, Jason Garrett, Larry Hemmerle, Rod Johnson, Vince Nadalini, Joe Powell, and Tracy Sheppard. NAY: None. PRESENT: Lori Basiewicz. ABSENT: None (7-0-1-0)

B. Executive Session – Labor Negotiations

Attorney Grischow informed the Council that an executive session was necessary at the end of the meeting to discuss Labor Negotiations and Personnel.

VI. Department Heads

A. Chief Dave Campbell

1) PT Police Rate Increase

Chief Dave Campbell recommended to the Council to increase the pay rate of part-time police officers from $15 per hour to $16 per hour. A motion was made by Garrett to increase the pay rate of a part-time police officer from $15 per hour to $16 per hour; second by Hemmerle. Vote Aye: Lori Basiewicz, Vic

Devos Jr, Jason Garrett, Larry Hemmerle, Rod Johnson, Vince Nadalini, Joe Powell, and Tracy Sheppard. NAY: None. PRESENT: None. ABSENT: None (8-0-0-0)

2) Personnel Needs – Hiring PT Employees/potential FT (Katlin Edwards and Mike Marquis)

Chief Campbell recommended to the Council the hiring of part-time employee Katlin Edwards. A motion was made by Garrett to hire Katlin Edwards at $16 per hour as a part-time police officer within the City of Auburn Police Department; second by Nadalini. Vote Aye: Lori Basiewicz, Vic

Devos Jr, Jason Garrett, Larry Hemmerle, Rod Johnson, Vince Nadalini, Joe Powell, and Tracy Sheppard. NAY: None. PRESENT: None. ABSENT: None (8-0-0-0)

Chief Campbell recommended to the Council the hiring of part-time employee Mike Marquis. A motion was made by Garrett to hire Katlin Edwards at $16 per hour as a part-time police officer within the City of Auburn Police Department; second by Nadalini. Vote Aye: Lori Basiewicz, Vic Devos Jr, Jason Garrett, Larry Hemmerle, Rod Johnson, Vince Nadalini, Joe Powell, and Tracy Sheppard. NAY: None. PRESENT: None. ABSENT: None (8-0-0-0)

Chief Campbell also shared with the Council that he would like to open discussions up about moving part-time officers to full-time officers. Discussion will continue on this subject.

3) Police Department Equipment Needs

Chief Campbell informed the Council that he was not excited about the bid for the new radios. They are in the process of testing equipment.

4) Update springs and sites on existing weapons

Chief Campbell presented information to the Council of fixing and replacing springs and sites on existing weapons. A motion was made by Garrett to fix and replace springs and sites on 9 existing weapons not to exceed $1251 for the Police department; second by Johnson. Vote Aye: Lori Basiewicz, Vic Devos Jr, Jason Garrett, Larry Hemmerle, Rod Johnson, Vince Nadalini, Joe Powell, and Tracy Sheppard. NAY: None. PRESENT: None. ABSENT: None (8-0-0-0)

B. Mike McCarthy

1) Fence bid around regulator station – corner of Kennedy and Divernon Road

TJ Henson presented information to the Council of installing a fence around regulator station at the corner of Kennedy and Divernon Road. A motion was made by Johnson to accept the bid to install a fence, 20 x 12 with privacy slats, around the regulator station at the corner of Kennedy and Divernon Road not to exceed $2700; second by Powell. Vote Aye: Lori Basiewicz, Vic Devos Jr, Jason Garrett, Larry Hemmerle, Rod Johnson, Vince Nadalini, Joe Powell, and Tracy Sheppard. NAY: None. PRESENT: None. ABSENT: None (8-0-0-0)

C. Ponsler

City Wide recycling event

Office Manager Ponsler presented information about offering to the community recycle and electronic pick up after the community wide garage sales on

October 5 and 6. Weekend clean up and recycle event the weekend following the garage sales. BHL Recycling would charge $100 truck fee and $50 driver fee and would be here for 3 hours. BHL also charges a $25 fee for old TV drop off. It can be done 2 ways: individual pays $25 or the city pays the $25. Flowers was given the same option but was much higher. A motion was made by Basiewicz to approve Recycle Weekend on October 13 for 3 hours and to have BHL ($100 truck fee and $50 driver fee) and consumers would be responsible for the $25 electronic removal fee; second by Sheppard. Vote Aye: Lori Basiewicz, Vic Devos Jr, Jason Garrett, Larry Hemmerle, Rod Johnson, Vince Nadalini, Joe Powell, and Tracy Sheppard. NAY: None. PRESENT: None. ABSENT: None (8-0-0-0)

Ceiling tiles for community center

Former Ward 2 Alderman Seth Williams presented tile samples and quotes for ceiling tiles to the Council for their review. Seth did inform the council that the company that he works for is donating the ceiling tiles for the kitchen area at the Community Center. Discussion continued regarding painting the ceiling track while the painters are working at the Center. Ceiling tile discussion continued and will be placed on the September 4, 2018 agenda.

Safe Routes to School

Office Manager Ponsler provided an update to the Safe Routes School Grant. Ponsler is working with all of the appropriate entities (Auburn School District, Benton & Associates, etc.) to proceed with completing the Grant application. Ponsler would continue to work with Chief Campbell and Superintendent Mike McCarthy to work out the safe route plan. The Council will have to pass a resolution in support of the grant, along with the School District and the PTO will have to do the same.

C. Health & Safety –

Mayor Berola indicated that we had previously covered earlier in the meeting.

D. Health & Housing – Sheppard

310 W. Madison Street

Alderman Sheppard informed the Council of the state of the property at 310 W. Madison Street. A motion was made by Sheppard to declare 310 W. Madison as a nuisance and Attorney will send a registered letter or a hand delivered by the police to the property owner to become compliant by August 31 or a $50 per day fine will apply; second by Devos. Vote Aye: Lori Basiewicz, Vic Devos Jr, Jason Garrett, Larry Hemmerle, Rod Johnson, Vince Nadalini, Joe Powell, and Tracy Sheppard. NAY: None. PRESENT: None. ABSENT: None (8-0-0-0)

412 N. 1st Street

Alderman Sheppard informed the Council that the problems continue at 412 N. 1st Street. Neighbors of the property were in attendance to find out the plan for this property. Attorney Grischow informed the Council that she talked with Ray Landers, property owner, and they (Grischow and Mayor Berola) agreed to suspend the fines for 30 days and would have until September 7 to become compliant. If the property does not come into compliance by September 7 fines will again become in effect on September 8. A representative was to get in contact with their Alderman or the City and no contact has been made.

E. Parks – Hemmerle

Fence bid at Ballfield

Alderman Hemmerle will be discussing the ballfield fence bid with the Parks Committee.

F. Sidewalks -- Garrett

Mark Millburg (601 W. Maple) -- Alderman Garrett informed the Council that the minutes from August 6 did not state that the Council approved the City paying up to $700. Alderman Garrett is recommending to the Council that the City of Auburn pays for the ADA compliant plate in the amount of $135. This additional $135 would make the City of Auburn portion for the Millburg concrete job to $835. A motion was made by Garrett to pay the additional $135 for the ADA compliant plate at the Milburg concrete job; second by Powell. Vote Aye: Lori Basiewicz, Vic Devos Jr, Jason Garrett, Larry Hemmerle, Rod Johnson, Vince Nadalini, Joe Powell, and Tracy Sheppard. NAY: None. PRESENT: None. ABSENT: None (8-0-0-0)

Clouser Trailer Sales – Alderman Garrett informed the Council that the Clouser concrete project has not started yet.

G. Economic Development Committee – Basiewicz

Alderman Basiewicz informed the Council that the EDC is looking into creating a checklist for new businesses to Auburn.
