City of Petersburg City Council met August 20

City of Petersburg City Council met Aug. 20.

Here is the agenda provided by the council:

I. CALL TO ORDER

Mayor Rick Snyder called the City Council to order at 7:04 p.m.

II. PRELIMINARY MATTERS

A. Members present were Mayor Rick Snyder, Aldermen Kevin Molohon, Andrew Gain, Rick Sonnemaker, and Mike Allison. Also present were Treasurer Dave Frick, City Clerk Ken Ortman and City Attorney John Gabala. Alderman Nathan Grosboll and Bruce Gorman were absent.

B. Mayor Snyder led the Council in the Pledge of Allegiance to the Flag of the United States of America.

C. A motion was made by Alderman Allison and seconded by Alderman Gain to approve the agenda as Presented. VOTES: Sonnemaker, yes; Molohon, yes; Gain, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED.

III. CITY CLERK

A. The City Clerk presented the Warrant List and Accounts Payable.

A motion was made by Alderman Gain and seconded by Alderman Sonnemaker to approve payment of the bills as listed on the Warrant List and Accounts Payable. VOTES: Molohon, yes; Gain, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.

B. A motion was made by Alderman Sonnemaker and seconded by Alderman Gain to approve the minutes of August 6, 2019 Regular Meeting. VOTES: Molohon, yes; Gain, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.

C. A motion was made by Alderman Gain and seconded by Alderman Allison to approve the minutes of August 6, 2019 Appropriations’ Public Hearing. VOTES: Gain, yes; Allison, yes; Sonnemaker, abstain; Molohon, yes; Mayor, yes. Mayor Snyder declared the MOTION CARRIED.

IV. HEARING OF CITIZENS

A. Trish Turek and Hanna Kyes, PORTA High School Cheerleading Coaches spoke about the group putting up wooden sprit signs on the right-of-way for the City. The Alderman thought it was a good idea and by consensus agreed to allow it.

V. DEPARTMENTAL REPORTS A. Water

1. Water Collector Georgia Ed gave the Water Collectors Report. She had 5 adjustments for pools, 1 leak, and 3 payment agreements. A motion made by Alderman Molohon seconded by Alderman Sonnemaker to approve the Water Collectors Report, the Adjustments and the Payment Agreements as presented. VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Molohon, yes. Mayor Snyder declared the MOTION CARRIED.

2. Water Superintendent Dave Troxell gave the Water Superintendents Report. Finished up the Rt 97 Water Project. Furnaces at the water plant are up and running. The new one should be in next week.

3. Discussion on a new Water Department Truck. The Council discussed it last meeting. A motion made by Alderman Gain to purchase a 2019 Dodge 1⁄2 Ton Pickup truck from Nikles of Petersburg for $18,000 and some change. VOTES: Allison, yes; Sonnemaker, yes; Molohon, yes; Gain, yes. Mayor Snyder declared the MOTION CARRIED.

B. Street

1. Street Superintendent Dave Troxell gave the Street Department Report. Black Topping the allys we are going to oil and chip. Working on the side walks from the Water line project. Had a couple of trees down from the recent storm.

C. Zoning

1. Resolution 2019-09. A RESOLUTION AMENDING THE CITY OF PETERSBURG FAÇADE INPROVEMENT GRANTS PROGRAM. A motion made by Alderman Gain seconded by Alderman Allison to approve the Resolution 2019-09. A RESOLUTION AMENDING THE CITY OF PETERSBURG FAÇADE IMPROVEMENT GRANTS PROGRAM. VOTES: Sonnemaker, yes; Molohon, yes; Gain, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED.

VI. OFFICERS’ REPORTS

A. Mayor’s Report

None

B. Treasurer’s Report

1. Treasurer David Frick presented the Treasurer’s Report. A motion made by Alderman Molohon seconded by Alderman Sonnemaker to accept the Treasurer’s Report as presented. VOTES: Molohon, yes; Gain, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.

VII. STANDING COMMITTEES’ REPORT

None

VIII. Special Committees

1. Tree Committee Meeting Minutes August 2019. A motion made by Alderman Sonnemaker seconded by Alderman Gain to approve the Tree Committee Meeting Minutes August 2019. VOTES: Molohon, yes; Gain, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.

X. Old Business

1. The issue with Jeff Ishmael in regards to his debt with the City. The Mayor and Tracy talked to him. He was upset about the lawsuit. The Mayor told him the only way we could talk if he wrote us a check for $8,000 and we would give him 90 days to tear the house down the City owns on Harris Street. If the house is down and cleaned up in 90 days the Mayor will tear the check up and he will only owe us the difference.

2. Don Shimkus with the car wash on N. 6th Street. His business has been grandfathered in a long time ago. The water Works Package Liquor wants to move into the building that Don owns next to the car wash.

Alderman Gorman arrived at 7:35 PM.

3. Mark Plunkett approached Alderman Sonnemaker about opening up a Marijuana Dispensary in Petersburg.

4. Discussion about the City lot behind Ace hardware.

X. NEW BUSINESS

XII. ADJOURNMENT

A motion was made by Alderman Gain and seconded by Alderman Allison to adjourn the meeting. VOTES: Gorman, yes; Molohon, yes; Gain, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED. Meeting Adjourned at 8:47PM.
